I think that the main reason for the neglect of arts in the foundation phase is that there is not enough time in a school day to do everything in the curriculum as well as extra arts activities. I also think that it takes lots of time to plan a lesson and integrate arts, and one must put in the extra effort. To assess arts in the foundation phase also takes a lot of time and teachers don't always have time to do extra work.
I would advocate for an important awareness for art assessment by firstly explaining to the HOD how important arts integration is in the Foundation phase and that learners grow from learning arts. When arts are not assessed, the importance is not seen and teachers and learners don't make effort to teach or learn. When arts are being assessed, teachers will make effort to incorporate it in their lesson plan and will surely make the time to explain it to the students, as they have to understand and know what they are being assessed on. If the teachers in Foundation phase don't make effort with regards to arts assessment, students will have a gap in their education and they wont understand some concepts if it is assessed ater on and in the Senior phase as well.
