According to Townsend ( Townsend, 1979) "individuals, families and groups in the population can be said to be in poverty when they lack the resources to obtain the types of diet, participate in the activities and have the living conditions. So basically according to experts  Relative Poverty is when a family has not had a week's holiday away from home in the last 12 months, when they are not able to afford basic needs. 

A family has not had a friend to come over for tea, or a child did not celebrate his/her birthday, or a child has not been out for entertainment in the last 2 weeks. The list goes on, or a family does not have fresh meat in 4 days. They are fall under Relative Poverty, as well as when a family has gone 1 or more days in the past 2 weeks without a cooked meal. A family is poor when they do not have a refrigerator or if they do not have a flushing toilet, sink, cold water tap or shower they are seen as being poor.
